Joe Dowdall

Joe Dowdall is Vice President and Government Affairs representative for the International Union of Operating Engineers, Local 793 and currently the acting Executive Director for the Operating Engineers Training Institute of Ontario. Dowdall was initiated into the union in 1974 and currently holds a mobile (339A) and tower (339B) crane license. He has worked in all sectors of the industry. He was elected as an auditor in the 2000 and 2004 elections, then was appointed to the executive board due to a retirement. In September 2011, he was appointed as Recording-Corresponding Secretary and in January 2013 he was appointed as Vice President. He was elected Vice President in 2016. Joe was hired as Toronto dispatcher in February 1989, and in 1994 was hired as the apprenticeship training co-ordinator. Joe is on several apprenticeship committees and helped develop training standards for mobile and tower crane, heavy equipment and concrete pump apprenticeship programs. He also was a committee member on the working group that developed the training standards for the Foundation Rotary Drill Rig training program and validated the MTCU Rotary Drill trade exam. He has also validated the MTCU mobile crane trade exam for 339A Red Seal, 339C provincial, and 339B Red Seal tower crane exam. He is on the hoisting committee of the Infrastructure Health and Safety Association, and a member of the Tower Crane Regulation Review committee. He was appointed to the College of Trades divisional board representing construction where he served six years as a committee member. He has worked on several Canadian Standards Association (CSA) technical committees such as Z-248-Tower Cranes, Z-151-Concrete Pump and recently appointed to the CSA Occupational Health and Safety Strategic Steering Committee, Management of Impairment in the Workplace Technical committee and Z1011 Technical Committee on Work Disability Management System. Joe was awarded the IHSA Roy A. Phinnemore Award on September 24, 2015 and appointed to the Partnership Council on Employment Opportunities for People with Disabilities by the Minister of Economic and Development.
